Suzhou has been approved as one of National Low-carbon Pilot Cities in 2012. According to the requirements of National Development and Reform Commission, all the pilot cities need to establish an integrated data collection and accounting system of GHG, by compiling inventories of local GHG emissions and strengthening the statistical work of GHG emissions. Therefore, DOBE worked with Suzhou Municipal Development & Reform Commission and Nanjing University to design and develop‘Suzhou GHG accounting and management platform’, whose application scope can be expanded from districts to provinces and the whole nation.

The platform we designed is based on the construction of mathematical and logical relations between GHG emissions and activity level data & emission factors. Through visual display of analytic results, the platform can achieve online inquiry and monitoring demanded by different users.
As a systematic management tool, this platform has effectively helped the government to straighten up emission information at sources and establish an effective information management database of GHG emission sources, which enables the government to comprehensively possess GHG emission amount, intensity and structure distribution at different scales in the areas under its jurisdiction. Besides, the platform can provide technical support for the government to set up GHG reduction targets in the regions and departments, introduce and evaluate the policies of low GHG development and assess the performance of GHG reduction in regions and departments.
